Possible causes

Dirty condenser / outdoor fan stopped.
Overcharge or closed stop valve.
HP switch/sensor faulty.

Check steps

Check/clean outdoor fan & condenser.
Measure high pressure — HPS opens approx. ~4.0 MPa (R410A).
Stop valves open? Check HP switch.
